When drones disappear a lot it means you must have something wrong with your server. Can be a mod or hardware. I honestly don't reset drones at restart and I never have issues. The only time I have issues is when a player disconnects because of a problem with his internet or if there is a crash.

Are you using CPM?
Do you have delete drones at restart enabled?

After some times the most of them suddenly are back but not always.

The server control panel just interfaces the server, it doesn't manage a server like a server manager (CSMM) would.

CPM (CSMM Patrons Mod) is the mod that you download on the server.
CSMM is the web based server manager that you can donate to use.
